bl702iot and ble_pds -- RSSI is very small

I use ble_pds example which comes with bl_mcu_sdk and I noticed that RSSI, when it is advertising, is really really small. It show -95dB in nRF connect and I barely can connect to the device, only if I lay down my phone on it.
I have reworked the PCB and moved R13 to R12 and I use an external antenna. But the result is the same, unfortunately. However, when I use ble_peripheral example from the same SDK, RSSI level is descent, I can connect to the device from some distance.

P.S. I also have bl706iot kit and RSSI level for ble_pds is okay with it. Is it HW or FW problem?

Well,
I started to play with bl702_demo_event example in bl_iot_sdk.
The result: in nRF Connect device goes off immediately after execution of command pds_start. Sometimes it appears with a really low signal level, down to -95dBm instead of -15dBm before pds_start.
